Here are the key details of the CM Punjab E-Bike Scheme (Punjab, Pakistan) — what it offers, who can apply, what the benefits are, how to apply, etc. If you like, I can also look up the most recent/final deadline or whether applications are open in your district.
What is it
A government-initiative by Punjab under Chief Minister Maryam Nawaz, aiming to help students via giving/equipping them with either electric bikes (e-bikes) or petrol bikes, on subsidised/loan instalment basis.
The scheme is meant to improve students’ mobility (to commute to colleges/universities) and reduce transport costs; for e-bikes also there is a green / environmental benefit.
Who is Eligible
To apply, you need to satisfy certain conditions:
Criterion Requirement
Minimum age 18 years old
Student status Must be a regular student of a degree college or university recognised by HEC.
Driving License or Learner’s Permit You must hold a valid motorcycle learner’s permit or driving license.
Location / Institution restrictions for E-Bikes For e-bikes: only students whose campuses are in certain cities: Lahore, Rawalpindi, Faisalabad, Multan, Bahawalpur.
Domicile / Student from Punjab Primarily students of Punjab; also some rules about domicile and quotas by district.
What You Get and Financial Terms
Bike Price Limits
Electric bikes (maximum finance): PKR 250,000
Petrol bikes: PKR 150,000
Down Payment / Equity
Usually 30% of the bike’s cost must be paid upfront by the student (borrower) as equity.
Out of that 30%, the government gives relief (a portion) — for example govt contributes PKR 20,000 of the 30% in some cases.
Subsidy / Government support
The government covers the markup / interest portion of the loan (so the student doesn’t pay interest) under the scheme.
Also there are quotas / reserved shares for female students.
Number of Bikes & Quotas
Phase-1: 19,000 petrol bikes, 1,000 e-bikes.
For petrol bikes: e.g. 11,676 for male students and 7,324 for female students.
For e-bikes: 700 male / 300 female in Phase-1.
Installment Plan
Once selected, the balance after the down payment is paid in monthly installments via Bank of Punjab.
Government covers interest (so “interest-free” loan in effect)
How to Apply
Steps generally are:
- Go to the official portal bikes.punjab.gov.pk.
- Register / login, fill in your details: CNIC, student institution details, licence / learner permit, domicile, etc.
- Choose whether you want a petrol bike or e-bike (if available for your city) from the options listed.
- Pay the down payment or required equity (which is partly borne by you, partly by government relief) once your application is cleared / selected.
- If applications > quota, there will be e-balloting (electronic lottery) among eligible applicants.
- After being selected (ballot + financial scrutiny by bank etc.), the bike is delivered via vendor / dealership. Insurance, registration etc follow the scheme’s guidelines.
Things to Note / Limitations
E-bikes are limited to certain cities for now. If you are studying outside those cities, you may not be eligible for e-bike option.
You cannot apply for both petrol and electric bike at the same time. Must choose one.
The student must have valid learner’s permit / driving licence. Without that, application is rejected.
Registration cost of bike is not included in scheme price, though insurance is included.
